Referring to Mr. Harcourt's Circular Despatch
of the 28th. April last, I have the honour to transmit certificates
of naturalization in respect of the following persons:

Mr. Joseph Gould.
Mr. Judah Joseph,
Mr. Solomon Michael and his son David Vivian
Michael.
Mr. Arratoon Vertannes Apcar and his son George
Armen Arratoon Apcar.
The applications have in each case been made
in accordance with the instructions forwarded by Mr. Harcourt. All
four gentlemen are well known local residents, as are the persons
who have testified as to the facts of residence, the statements generally in the memorials, and the good character and loyalty of the applicmts; and I am satisfied that certificates of naturaliza-
-tion may properly be granted.

I may refer in this connection to my Despatch
338/240, 217 of the 9th. June, regarding the fees to be paid under the
British Nationality and Statue of Aliens Act, 1914. I shall be glad
to learn whether the draft bill fixing these fees is approved.
